Reporting to the Executive Director, Enterprise Services, the Chief Procurement Officer (CPO) provides enterprise leadership for procurement, supply chain management and contract management aligned with AV's strategic priorities and business needs. The role works closely with executives, government agencies and system partners to deliver procurement outcomes that support financial sustainability, service performance and public value.
About the role
Reporting to the Executive Director Enterprise Services, the CPO leads procurement capability across AV, embedding best practice procurement planning, contract management and commercial governance. Responsibilities include (but are not limited to):
- Providing strategic leadership of procurement and commercial management across AV, ensuring procurement supports the reliable delivery of emergency and patient transport services
- Establishing and maintaining a procurement governance framework aligned with relevant Victorian Government policies, standards and legislation
- Providing leadership in managing complex commercial negotiations and supplier partnerships supporting critical service delivery, including emergency response capability, fleet readiness and clinical supply availability
- Building strong strategic relationships with suppliers, government agencies and system partners to support the delivery of ambulance services across Victoria
- Fostering a culture of integrity, collaboration and accountability consistent with AV values and Victorian Public Sector expectations
About you
Suited to a highly motivated and strategic senior leader with significant procurement experience, the successful applicant will possess (but is not limited to):
- Tertiary qualifications or industry specialised certifications with extensive, relevant experience, or an equivalent combination of extensive training and experience
- Membership or eligibility for a related professional body (e.g. Chartered Institute of Purchasing & Supply (CIPS)
- Extensive senior procurement leadership experience in a large, complex organisation, preferably within the public sector
- Demonstrated experience leading procurement transformation and managing complex commercial arrangements and large procurements with the proven ability to deliver financial value, supply chain resilience and commercial improvements
- Exceptional communication skills, including the ability to effectively communicate complex information in a clear, succinct manner, with extensive experience producing high quality written communication strategies, reports, and presentations for various audiences
- Highly developed interpersonal and influencing skills to effectively communicate and build strong and effective relationships with key stakeholders
- Strategic thinking and strong conceptual, analytical and problem-solving skills to enable identification of issues and the judgement to determine appropriate courses of action to achieving long-term organisational goals

This position is classified as an Executive Contract, fixed term for five years and is Victorian based. Hybrid working options are available however it is essential that the successful applicant maintains a presence at our Doncaster headquarters as their primary location, and other locations across the state as required.
