We are seeking a Senior Manager Procurement Governance to strategically lead AV's procurement and contract governance frameworks to ensure transparent, ethical, and value-for-money practices. Drive compliance, risk management, and best practice while collaborating across teams to deliver sustainable, socially responsible outcomes for our Procurement Department.
This is a Full Time, Permanent position While WFH/Hybrid options are available, our hybrid working model does require all employees to maintain a presence at an AV corporate facility (locations: Blackburn, Doncaster and various regional locations)
About the role
This role plays a critical assurance and advisory function, supporting the Executive, Board committees and Chief Procurement Officer on procurement governance, compliance, risk and performance in a highly regulated public sector environment. Reporting to the Chief Procurement Officer, responsibilities of this position include, but not limited to:
- Lead the development, implementation and continuous improvement of enterprise procurement governance and contract management frameworks, policies, processes and tools in line with VGPB requirements
- Provide high-quality briefings, advice and recommendations Executive leaders and governance forums on procurement compliance, risk, probity and performance
- Monitor organisation wide procurement activity
- Develop and manage procurement and contract reporting, analytics, insights and briefings to support strategic decision making and performance improvement
- Build strong relationships, manage and coordinate with internal leaders, clinicians, operational managers, finance and legal teams to ensure policies, processes, guidance and training are fit for purpose and compliant with legislation and government policies
- Provide clear direction, coaching and development to procurement, contract management staff, building a high performing, collaborative and customer focused team
About you
To be considered for this position you will possess:
- Significant experience in procurement, with a strong focus on governance, compliance and assurance within a State Government department, statutory authority, or similarly complex public sector environment.
- A tertiary qualification in law, business, economics or a related discipline, and/or relevant professional accreditation (e.g. CIPS), or equivalent extensive experience
- Demonstrated policy, program and change management capability, with hands-on experience leading the implementation of procurement and contract management frameworks, policies, processes and systems in complex environments
- Experience operating in environments with heightened probity, audit, assurance and public accountability requirements
- Proven experience in the design, implementation and operation of procurement and contract management methodologies within governed, compliant environments
- Demonstrated experience in influencing senior stakeholders through consultation, facilitation and negotiation on procurement governance, compliance, risk and assurance matters
