We are seeking a Project Manager to provide Strategic Delivery for our Property Services Department. 

This is a Full Time, Permanent position. While WFH/Hybrid options are available, it is essential that the successful applicant maintains a presence at Blackburn North in line with our hybrid working model. 

About the role

Reporting to the Property Development Manager, responsibilities of this position include, but not limited to:

  • Manage property capital works projects (Client Side)  using the AV standard Property Development Process (PDP) to meet the desired time, budget, compliance and quality objectives
    • This role will also focus on the search and land acquisition of suitable real estate for new Ambulance Branches, as well as the disposal of surplus property
    • Knowledge of policies and procedures including the Valuer General and Land Monitor and processes is crucial to this role
  • Support the Development Manager with representing AV at Project Control Groups and Steering Committee Meetings In consultation with Procurement & Commercial Services, manage the preparation of technical specifications and tender documentation and participate in tender management and vendor selection complimented by a solid understanding of probity, due diligence and Victorian Government Purchasing Guidelines
  • Complete site searches and site assessments in accordance with the Property Development Process (PDP), liaising closely with local real estate agents, preparing property evaluation reports and updating changes to the potential property list
  • Manage the day-to-day operational aspects of the project, including contractor management, financial and budget management and timely reporting to meet the reporting responsibilities of the role
  • Create a project timeline including anticipated dates for major milestones and prepare budget feasibility documentation for discussion with key stakeholders 

About you

To be considered for this position you will possess a tertiary qualification or relevant industry certification in Business or Property (or progress toward) with high level relevant experience, or an equivalent combination of training and sound experience. Other requirements include:

  • Project Management qualification (certification) e.g. Prince2, PMBOK etc
  • Demonstrated experience in the management of construction and government land acquisition projects, preferably within a government environment (desirable)
  • Experience in dealing with Government, Government Policies and Government agencies particularly the Land Transaction Policy as well as knowledge of Public Construction Policies and associated VGPB Guidelines
  • Experience in lease and rental agreement negotiation and administration
  • Solid working knowledge of building regulations and government procurement processes
  • Experience with end-to-end budget forecasting and management on projects
